if her son was 18> thats perfectly normal
if he was 11-17, that would be bad parenting
but if he was <10, then thats just ****ed up

He was 7. The kid is a bad ass too.
He's in a place where if he gets kidnapped, 100 other people would see it happening. He's not alone on the subways and streets.
He's safer riding the trains than he is in his own front yard.
